Quick Answer: How Do You Report an Illegal Betting Site in India?

If money has recently been transferred, take action in this order:

  1. Stop making additional payments.
  2. Contact your bank, card issuer, wallet, or UPI provider immediately.
  3. Call India’s National Cybercrime Helpline on 1930.
  4. Secure your bank account, cards, email, phone, and payment applications.
  5. Preserve the platform URL, transaction references, messages, advertisements, and withdrawal records.
  6. Complete a complaint at the National Cyber Crime Reporting Portal: cybercrime.gov.in.
  7. Approach your local police station or cybercrime police station when the loss is substantial, threats are involved, identity documents were misused, or malware was installed.

The Indian Cybercrime Coordination Centre states that financial cyber fraud can be reported through the national helpline 1930 and that complaints initiated through the helpline should subsequently be completed on the National Cyber Crime Reporting Portal with the required additional information. The 1930 facility operates across India’s states and union territories.

Calling 1930 or filing a complaint does not guarantee recovery. It creates a time-sensitive report that may help banks, payment intermediaries, and law-enforcement authorities identify and act on the transaction trail.


The 2026 Legal Context

India’s online-gaming framework changed significantly in 2026.

The Promotion and Regulation of Online Gaming Act, 2025 was enacted in August 2025. The related Promotion and Regulation of Online Gaming Rules, 2026 came into force on May 1, 2026. The framework prohibits the offering of online money games, advertisements connected with online money games, and prohibited fund transfers connected with those services. It also provides for the Online Gaming Authority of India.

This national framework is important, but a complaint should still focus on facts rather than legal conclusions.

For example, explain that:

  • A platform accepted your deposit and then blocked the withdrawal.
  • Support demanded an additional payment before releasing your balance.
  • A payment was made to a changing series of UPI IDs or bank accounts.
  • An advertisement made false or misleading financial promises.
  • An APK requested suspicious device permissions.
  • Your card or UPI account was used without authorization.
  • The operator threatened or blackmailed you.
  • The website disappeared after receiving money.
  • The same platform returned under a replacement domain.
  • Someone impersonated a bank, police officer, regulator, or government official.

You do not need to identify the correct criminal section or decide whether the operator committed cheating, identity theft, money laundering, illegal gaming, or another offence. Give the authority a truthful chronology and supporting evidence. Investigators can decide which legal provisions apply.

Part 1: Urgent Actions After a Betting Scam

Step 1: Do Not Send Any More Money

A blocked withdrawal often develops into a second-stage scam.

The platform may claim that you must pay:

  • Withdrawal tax
  • GST
  • TDS
  • Account verification fee
  • Anti-money-laundering charge
  • Security deposit
  • Risk-control fee
  • Wallet activation fee
  • Currency-conversion fee
  • International transfer fee
  • Processing charge
  • VIP upgrade
  • Insurance fee
  • Turnover-completion payment
  • Liquidity fee
  • Account unfreezing fee
  • Police clearance fee
  • RBI approval fee

Do not assume a charge is genuine because it appears on a professional-looking invoice, PDF, tax certificate, legal notice, or payment page.

Fraudulent operators frequently use government logos, fake licence numbers, imitation bank documents, and invented tax terminology to pressure victims into paying again.

A common pattern looks like this:

  1. The user makes a deposit.
  2. The platform displays a balance or apparent winnings.
  3. The user requests a withdrawal.
  4. The withdrawal is placed “under review.”
  5. Support demands an additional payment.
  6. The user pays the fee.
  7. A second fee appears.
  8. The account is blocked or the support agent disappears.

Once a platform demands more money to release money already owed, stop paying and begin the reporting process.


Step 2: Contact Your Bank or Payment Provider Immediately

Contact the financial institution through an independently verified channel.

Use:

  • The official bank application

  • A verified branch telephone number
  • The fraud-reporting option within the payment application

Do not use a support number supplied by:

  • The betting platform
  • A Telegram agent
  • A WhatsApp contact
  • A social-media account
  • An unsolicited SMS
  • A search-engine advertisement
  • A fund-recovery agent

When speaking with the bank, explain:

  • The date and time of the transaction
  • The amount
  • The payment method
  • The transaction reference
  • The beneficiary account or UPI ID
  • Whether you approved the payment
  • What representation caused you to approve it
  • When you realized it may be fraudulent
  • Whether additional transactions are pending
  • Whether your credentials may have been compromised

Be Accurate About Authorization

There is an important difference between:

  • An unauthorized transaction, which you did not approve, and
  • A fraudulently induced transaction, which you approved because someone deceived you.

Do not describe a payment as unauthorized when you knowingly entered your UPI PIN or approved the card transaction.

Instead, tell the bank:

“I approved the transfer because the platform represented that it was a legitimate deposit or withdrawal requirement. I now believe the payment was fraudulently induced.”

Accuracy strengthens your complaint and avoids contradictions later.

Step 5: Secure Your Accounts and Device

After completing the urgent financial reports, reduce the risk of additional loss.

Depending on the incident, take the following actions:

  • Block or temporarily disable the affected card.
  • Reset mobile-banking credentials.

Part 5: Report the Website, App or Contact as Suspicious

The National Cyber Crime Reporting Portal also provides tools for reporting or checking suspicious identifiers.

An offshore or anonymous platform may also refuse to participate in consumer grievance resolution, so realistic expectations are important.


Part 10: Should You Contact FIU-IND?

FIU-IND is not the ordinary first complaint destination for an individual user whose betting withdrawal has been blocked.

For most cases, use this order:

  1. Bank or payment provider
  2. 1930
  3. National Cyber Crime Reporting Portal
  4. Local police or cybercrime police
  5. Relevant regulatory or consumer channel

FIU-IND primarily receives and analyzes financial intelligence connected with suspicious transactions reported through regulated reporting entities.

Do not attempt to prepare or submit a formal suspicious-transaction report yourself. Provide evidence of suspected mule accounts, shell companies, coordinated payment networks, or cross-border transfers to the cybercrime authority or investigating police. They can coordinate with financial-intelligence bodies where necessary.


Part 11: Reporting Under the 2026 Online-Gaming Framework

The Online Gaming Authority of India was established under the 2025 Act and the 2026 Rules. However, users should not assume that every website claiming to be an “OGAI complaint portal” is genuine.

Use only official destinations reached through:

  • MeitY’s official website
  • An official government notification
  • A verified gov.in or other confirmed government domain

Do not delay urgent financial reporting while searching for a regulatory form.

For a recent payment scam, the priority remains:

  • Bank
  • UPI provider
  • 1930

  • Police

The 2025 Act and 2026 Rules provide the national legal framework, but they do not replace the established cyber-financial fraud reporting system.


Common Betting Scam Situations

The Platform Demands Tax Before Withdrawal

Do not pay automatically.

Ask for:

  • Legal name of the entity
  • Written basis for the payment
  • Official invoice
  • Tax identification details
  • Independent confirmation

A PDF containing an official-looking emblem is not proof.

Save the payment demand and add it to your complaint.


The Platform Says Your Account Is Under “Risk Control”

“Risk control” is often used without a clear explanation.

Request:

  • The specific rule allegedly violated
  • Transaction involved
  • Evidence supporting the restriction
  • Formal appeal procedure
  • Explanation of whether your original deposit will be returned

Do not pay to have “risk control” removed.


Support Says You Must Complete More Turnover

Save the terms that existed when you deposited.

Important questions include:

  • Did you knowingly accept a bonus?
  • Were turnover conditions clearly displayed?
  • Were the terms changed after deposit?
  • Is the platform applying bonus conditions to your original funds?
  • Is support refusing to identify the relevant rule?
